Skeletal Mesh Anim

I don't think there's a way to matinee a skeletal mesh's bones directly, instead you should import an animation for the mesh and play that during the matinee.
Add a Anim Control Track.
Select the Anim Control Track's group. Look in the properties section (bottom of the matinee window), open GroupAnimSets and add a new entry, stick a reference your AnimSet in there.
You should be able to add a new key to the Anim Track now. When that key is reached your animation will go off.
